The recent legalization and decriminalization of cannabis in a number of states in the United States has created varied regulatory approaches among states and the federal government.  At least a dozen states have legalized “adult-use” cannabis for recreational purposes, more than 30 states have legalized cannabis for medical use, and the federal government has legalized the growth and processing of industrial hemp.  While cannabis containing more than 0.3% THC by dry weight is still federally illegal, these new state and federal laws have created new markets across the United States with consumers accessing pharmaceuticals, dietary supplements, foods, vape cartridges, topicals, and other products that contain THC, CBD, and other cannabinoid containing products.  Regulatory oversight of these products varies widely among states and the potential risks to public health are largely unknown or just starting to emerge. This course will examine the current state of policy and regulatory oversight of cannabis in the United States through a lens of potential public health hazards and risks. Students will learn about the current and emerging regulatory systems in states that have legalized cannabis as well as the federal government’s recent legalization of industrial hemp and will have the opportunity to conduct case studies into a specific topic of interest.

This non-credit course meets with the academic course PubH 7200-111 as part of the 2024 Public Health Institute.

Objectives

After completing this course, students will:

  • Gain an understanding of the past, present and possible future regulation of cannabis in the United States, including the cultural and public health history of these regulations.
  • Research the emerging public health issue and potential threats associated with cannabis and hemp legalization in the United States and Internationally.
  • Conduct a case study (individually or group) of regulations or policies regarding cannabis and hemp legalization and associated human or animal health implications.  

Registration & Cancellation

The registration fee for this course is $595. You will receive an email letter outlining program logistics two weeks prior to the start of the course.

Requests for refunds will be honored in full if a written cancellation request is received prior to the course start date. An administration fee of $50 will be charged to all refund requests received after the first day of class. The University of Minnesota School of Public Health (SPH) reserves the right to cancel any course. In the event of a course cancellation, registrants will receive a full refund of the program registration fee. SPH is not responsible for refund of travel or other costs incurred by registrants.

SPH will provide a certificate of attendance verifying 1.5 CEUs (15 contact hours) offered for this program. This course is eligible for 15 CPH recertification credits.

All courses are approved for CPH Recertification Credits by the National Board of Public Health Examiners.
